Pelham Manor representatives participated in a call yesterday with the County Executive’s team and other elected officials. Lieutenant Governor Kathy Hochul called in to provide information about the experience of municipal governments during this public health emergency.

The Village’s number of positive COVID-19 cases is forty-three (43), as of yesterday afternoon. Please remember that there is a significant gap between when New York State receives testing information and when the State sends it to the County, and certain people on our list have been cleared by healthcare professionals to discontinue quarantine measures.

We have received questions regarding landscaping and are pleased to provide the following information:

The Empire State Development Corporation, the organization authorized by the Governor to determine whether a business is essential, has opined on this matter.

Is Landscaping an Essential Business?

Pursuant to the revised New York State Executive Order 202.6 with respect to the business function of landscaping, that business function, limited to maintenance and pest control, but not for cosmetic work (i.e. no new planting), is an essential business and is not subject to the required 100% workforce reduction. Jim Maisano, Director of the Westchester County Department of Consumer Protection (and our former County Legislator), circulated a letter to 3,000 landscaping contractors referencing this recent guidance. That letter is attached.

Pelham Manor Village Code Chapter 139-10 B. provides:
During the period from October 15 through April 30 it shall be unlawful for any person to operate any gasoline-powered leaf blower before the hour of 8:00 a.m. and after the hour of 5:30 p.m. on any weekday and before 12:00 noon and after 4:00 p.m. on Saturdays, Sundays and federal holidays.

What are the Permitted Hours for Gasoline-Powered Leaf Blowers?
