Gov. Cuomo: Westchester’s region could be ready for Phase 1 reopening next week

The Mid-Hudson Valley region, which includes Westchester County, could be ready to begin Phase 1 reopening as early as next week, Gov. Andrew Cuomo said Friday.

The timing of reopening requires “a continued decline of hospital deaths among other metrics,” Cuomo said in his daily email.

According to the state’s Regional Monitoring Dashboard, the number of daily deaths in the Mid-Hudson Valley fell to six, based on a three-day average. Five is the metric required to open.

The region also needs to demonstrate it has a contact-tracer system ready to operate. The dashboard lists Westchester’s seven-county area as “expected” to meet this goal.

Ulster, Dutchess, Sullivan, Orange, Putnam, Rockland and Westchester counties make up the region.

After phase one reopening, there will be 14-day pause before the second phase for the state to monitor the impact on coronavirus infections. Phase one will allow the following businesses to begin activities:

  • Construction
  • Agriculture, forestry, fishing and hunting
  • Retail (limited to curbside or in-store pickup or drop off)
  • Manufacturing
  • Wholesale trade
