The Mid-Hudson Valley, which includes Westchester County, is on track to enter phase three of reopening on Tuesday, according to Gov. Andrew Cuomo’s daily email.

The phase allows restaurant, food service and personal care businesses to open while following detailed state rules for operations and safety.
