Village of Pelham Manor takes action over Saturday fireworks display at Mount Vernon’s Memorial Field

Village of Pelham Manor officials have contacted Mount Vernon Mayor Richard Thomas and the Mount Vernon police department to “express our concern” about Saturday’s fireworks display at Memorial Field in Mount Vernon and “other events planned for the summer,” according to a statement emailed Friday by Pelham Manor Mayor Jennifer Monachino-Lapey. Pelham Manor also contacted Westchester County Executive George Latimer and Westchester County Legislator Terry Clements about the activities.

According to Mayor Lapey, Clements offered to speak to Lyndon Williams, Westchester County legislator for the Mount Vernon area. Additionally, Lapey said, the county reached out to Mount Vernon, but had “difficulty making headway.” She declined to elaborate.

“We’ve had in the past a very collaborative relationship with our Mount Vernon neighbors,” Lapey said. After a loud event two years ago, the two governments established protocols for public concerts, including incorporating decibel-level maximums in permits and directing speakers away from the Hutchinson River Parkway and Pelham Manor. No protocols were put in place for traffic control or pyrotechnics, both areas of concern for Lapey because of the fireworks display.

Lapey also expressed concern about pedestrian safety and crowd control.

A concert on Father’s Day and Saturday’s fireworks display are both part of a series of Mount Vernon events scheduled for the summer. Lapey said there are six events for the entire summer, although said she had received differing information on that. The Mount Vernon Department of Recreation could not be reached for comment.

“We will monitor the situation and act within the bounds of our authority according to the facts as they occur,” the Pelham Manor statement said.

The village also announced several specific steps it would take Saturday:

  • The Pelham Manor Police Department will close Glover Field, which is on the other side of East Sanford Boulevard from Memorial Field.
  • Pelham Manor Police will enforce no parking in the town library parking lot.
  • The police will place temporary no parking signs on local streets “in the vicinity” of Memorial Field. The village did not specify which streets would be affected.
  • The department will also enforce regulations on left turns from Boston Post Road onto Ely Avenue and Wolfs Lane.
