Village of Pelham breaks ground for new municipal center to house village hall, police and fire departments

The developer and representatives from the Village of Pelham, county and state break ground for the new municipal center.

The Village of Pelham broke ground Wednesday for a new municipal center that will for the first time bring together village hall and the police and fire departments in one building.

Developer Pelham Green, led by local resident Patrick Normoyle, is financing and building the municipal center, which will be located at 200 Fifth Ave., the site of the former Capital One bank.

“This project is an act of aspiration,” said Mayor Chance Mullen in his official remarks. “Just like those who came before us, we also aspire to build a beautiful and vibrant community that connects our residents with everything they need, right here in Pelham.”

More than 100 residents, volunteers, village staff and elected officials attended the groundbreaking ceremony. Speakers also included Normoyle, Hudson Development Director Sarah Pizer, Westchester County Executive George Latimer, Assemblywoman Amy Paulin and former Pelham Mayor Mike Volpe.

Under a deal the village cut with Pelham Green, the developer plans to construct a five-story rental building at Fifth Avenue and Third Street (201 Fifth Ave.), as well as the new municipal center. Pelham Green is receiving village-owned land for the project as part of the agreement.

The new municipal center “will be the most energy efficient public building ever built in Pelham,” according to a press release from the village.
